feat(workflow): add start node placeholder panel
...
Add a workflow-only start placeholder node that opens a right-panel start selector for the initial workflow entry choice.
Keep the placeholder frontend-local by filtering it from draft sync payloads, while preserving existing start templates for other app modes.
